1. Boil 1 1/2 lbs potatoes and three eggs. If they are big potatoes, peel them and dice them before boiling; if they are small potatoes, just boil them, then when they are cool, cut them in half and slice them. The eggs should be hard boiled.
2. In a big enough bowl, put the sliced or diced potatoes, the hard boiled eggs (chopped), and a drained jar of marinated herring (the kind with dill or other vinegar sauce, NOT the kind with sour cream or mustard. Keep reading). The herring will probably have onions in the sauce; you may remove and throw out the onions or put them in, but don't forget to drain.
3. Add, to taste: onions or scallions (chopped), garlic (minced), India relish, chopped bread & butter pickles, chopped dill pickles, capers, mayonnaise, mustard, sour cream (see?), lemon juice, pepper. Mix together until everything is blended and moistened.
This is an excellent way to keep several people fed during a heat wave. You can also add things like grated carrots, leftover vegetables such as peas or green beans. I don't think tomatoes would work as an ingredient, but you could slice them and serve them on the side.
If you are a vegetarian, leave out the herring and sprinkle paprika on the top of a perfectly good potato salad.
